Abstract

This paper explores the potential for integrating Target Value Delivery (TVD) with Front-End Planning (FEP) in the context
of industrial megaprojects. Through a review of existing literature and industry practices, we identify opportunities for
enhancing cost predictability, design optimization, and stakeholder alignment. The study highlights critical success factors,
implementation challenges, and proposes a conceptual framework for synergy between TVD and FEP.
